Goal #3: Reduce the States High Tax Burdens (WI ranked 6th in Taxes in 2002)

Much more appropriate measure of burden includes fees and charges
- In 2002, WI ranks 15th in state and local “own source” general revenue
- Income and property taxes are deductible, but fees are not
Tax and revenue rankings should be lower in 2004
- In 2003 and 2004, we cut spending while some other states raised taxes
- In 2004, even after large increases, UW-Madison tuition rose more slowly than tuition at other Big 10 universities
